A brief Arctic outbreak will send temperatures plunging to zero to 5 below in the New York City metro area with colder temperatures over New England. Winds gusting to over 45 mph on Saturday and Sunday morning will send wind chills down to 25 below in New York City and 40 below over Maine. Wind Chill Warnings and Advisories are in effect. This is the coldest air of the season to move into New York. The weather will moderate on President's Day with snow changing to sleet and then to rain at night. It will be rainy and mild with highs near 50 in the city on Tuesday.
